Established in 1973, HAPCOA is the oldest and largest association in the U.S. of Hispanic American command officers from law enforcement and criminal justice agencies including City, County, State and Federal levels. Hispanic American Police Command Officers Association (HAPCOA) is a national organization with a local presence. Members in hundreds of law enforcement agencies across the United States and Puerto Rico, participate in many in local chapters activities.
HAPCOA members from around the country are committed to meeting the challenges of selection, promotion and retention of Hispanic American men and women in professional law enforcement and the criminal justice system and improving the quality of life in our respective communities. Any law enforcement or criminal justice officer whose rank is equivalent to Sergeant (supervisor) or above is welcomed to become an active member of HAPCOA. Former or retired officers are also welcome to join.
Membership in HAPCOA offers professional development opportunities. In addition, the San Antonio area chapter offers an information-sharing and support network opportunity for all Hispanics in law enforcement within our region with opportunities to serve as mentors to future law enforcement leaders and community service projects. Members may participate in events and activities of interest to our profession throughout the year. We also offer help to community youth in the form of a College Scholarship program open to all qualifying students.
